This dress was sold through Kerry Taylor Auctions on December 8, 2009 it was lot #66. I got the image from the auction catalog.
Unfortunately the only info I have about the dress is from the catalog listing which was:
A rare yellow areophane and satin ball gown, French, circa 1829, the bodice with puffed sleeves, satin trim, the tiered skirt with floss silk embroidered leaf bands and blossom, shaped satin belt, bust 71cm, 28in, high waist 51cm, 20in

I had heard that they were attempting to restore it, but I didn’t know there was an actually fundraiser planned. I unfortunately am a few thousand miles outside of Kent at the moment, but I linked to your post and added the information to my post with the Sargent painting.
